Start with the metric the task actually needs
A word total, a character total and a reading-time estimate answer different questions. An application form may set a character limit, while an editorial brief may ask for words. A headline often has a limit including spaces, whereas a social field may count characters differently from a text editor.
Before editing, identify the unit named by the destination and whether spaces are included. Then keep the same source text open when comparing totals. Copying through another program can change line breaks, punctuation or quotation marks.
What the counter measures

For a character limit, remove repeated wording before removing essential meaning. For a word limit, combine related sentences or turn a long introduction into a direct opening. Always read the revised text aloud or in context; a lower number is not automatically a clearer text.
